The beauty of this type of layered window is that you can mix opaque and variable opacity sections altogether,
and you can have "holes" everywhere else, as long as you are using a null alpha channel.

In my opinion that would be perfect to create an interface mixing both the ruler and a rotating knob (to change the rotation angle).

For example, you could have a small glass section at the bottom of the screen holding the rotating knob and the close button, while the ruler could be moved freely everywhere hover the desktop.

Something looking a little as the "Of The Bay" project.
